Updated procedure for admitting cars with Belarusian registration to enter Lithuania As part of Lithuania's implementation of the import restrictions referred to in Article 1ra of Regulation No 765/2006
As part of Lithuania's implementation of the import restrictions referred to in Article 1ra of Regulation No 765/2006 (last amended by Regulation No 2024/1865 https://eur-lex.europa.eu/legal-content/LT/TXT/PDF/?uri=OJ:L_202401865&qid=1720611280531), passenger cars with Belarusian registration plates are not allowed from 00:00 on 18 July 2024 to enter the territory of the EU. The ban on entry into the EU territory applies to passenger cars regardless of the nationality of their owner or driver.
Taking into account the possibility of exceptions to this prohibition provided for in Regulation No 765/2006, please be informed that the decision of the International Commission for the Coordination of Sanctions permits the following from 00:01 on 17 August 2024:
- to bring into the territory of Lithuania a passenger car which is not intended for sale and which belongs to a citizen of Belarus who holds a valid visa issued by the Republic of Lithuania or a valid temporary or permanent residence permit issued by the Republic of Lithuania permitting him/her entry into the Union, and who drives the vehicle into the Union for strictly personal use (exception does not apply to passenger cars belonging to legal persons or used for commercial purposes);
- to bring into the territory of Lithuania a passenger car which is not for sale, and which belongs to a citizen of a Member State of the European Union, if the citizen is a resident of Belarus and, while travelling to the European Union, drives the vehicle for strictly personal use.
Please be reminded that:
- after 18 January 2025, vehicles registered in Belarus will not be allowed to stay in the territory of Lithuania. Persons driving vehicles with Belarusian registration plates after the announced dates of prohibition will be considered to have violated the provisions of legal acts and will be subject to liability under Article 515 of the Code of Administrative Offences, which provides for a fine and confiscation of the vehicle.
- until 18 January 2025, cars with Belarusian registration plates are allowed to participate in traffic on the territory of Lithuania, as well as to be imported and registered in Lithuania.
ATTENTION. The prohibition shall not apply to vehicles registered in Belarus entering the territory of the European Union, including Lithuania:
- with a diplomatic national registration number plate, where the vehicle is necessary for the functioning of a diplomatic and consular representations, or of international organisations enjoying immunities in accordance with international law, or for the personal use of their staff and their immediate family members;
- transporting the remains of the deceased in vehicles registered in Belarus.
