Common User Management Portal (BAP)

The Common User Management Portal (BAP) is intended for persons to register and manage in one place the account of the recipient of services as well as to confirm there the identity for access to the information systems, providing electronic customs services, of the Customs of the Republic of Lithuania and the European Commission.

The recipient of services has a possibility by means of BAP:

  • to confirm his/its identity for access to the information systems, providing electronic customs services, of the Customs of the Republic of Lithuania and the European Commission;
  • to submit electronically the application for the registration of the account of the recipient of services;
  • to manage the account of the recipient of services:
    • to update the data, contact information, additional identifiers (VAT, EORI) of the recipient of services;
    • to appoint or revoke a natural person registered in the BAP as the representative of the recipient of services;
    • to grant to the representative of the recipient of services or to revoke the rights granted by the Customs authorities to the recipient of services to receive electronic services, and to grant to the representative of the recipient of services or to revoke the rights of administrator;
  • to register, manage, extend or terminate a delegation agreement that delegates to the authorized recipient of services the rights to receive electronic services granted by the Customs authorities to the recipient of services;
  • to generate and download a digital certificate issued by the Customs authorities.

Having confirmed the identity by means of BAP, the recipient of services or the representative of the recipient of services may connect to the information systems of the Customs of the Republic of Lithuania and the European Commission for receiving the following customs electronic services:

BAP provides for persons a possibility to confirm their identity by connecting via E-Government Gateway or by using a digital certificate granted by the Customs authorities.

Persons who are unable to perform the actions of managing the account of the recipient of services due to technical obstacles may submit to the Customs authorities of the Republic of Lithuania by e-mail address [email protected] written requests in the form specified in the Rules for the provision of customs electronic services.

Customs electronic services are provided following the Rules for the provision of customs electronic services (Order No 1B-234 of Director General of Customs Department under the Ministry of Finance of the Republic of Lithuania of 24 March 2017 "On the Approval of the Rules on the Electronic Services Portal").
