An Economic Operator Registration and Identification (EORI) number means a unique number throughout the European Union assigned by a customs authority of a Member State to economic operators and other persons.

The EORI number is used to identify the economic operators and other persons in their dealings with the customs authorities, i.e. on completing customs formalities (customs clearance of the import, export, transit customs procedures, submission of applications for authorisations provided for in customs rules, etc.). It should be noted that the EORI number assigned in one Member State is also valid in other Member States and, therefore, no additional registration and EORI number is required.

Legislation governing the assignment and use of the EORI number:

(1) Article 9 of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code (OJ L 269, 2013, p. 1);

2) Articles 3 to 7 of Commission Delegated Regulation (EU) 2015/2446 of 28 July 2015 supplementing Regulation (EU) No 952/2013 of the European Parliament and of the Council as regards detailed rules concerning certain provisions of the Union Customs Code (OJ L 343, 2015, p. 1); 

3) Articles 6 and 7 of Commission Implementing Regulation (EU) 2015/2447 of 24 November 2015 laying down detailed rules for implementing certain provisions of Regulation (EU) No 952/2013 of the European Parliament and of the Council laying down the Union Customs Code (OJ L 343, 2015, p. 558);

4) Resolution No. 1468 of 13 October 2010 of the Government of the Republic of Lithuania, reorganising the Register of Importers and Exporters into the Register of Customs Clients, and approving the Regulations of the Register of Customs Clients;

5) Order No 1B-975 of 16 December 2015 of the Director General of the Customs Department under the Ministry of Finance of the Republic of Lithuania on the approval of the rules for the registration of persons in the Register of Customs Clients, the suspension of the registration procedure, the resumption of the registration procedure and the deregistration of persons from the Register of Customs Clients.
