A New Ban on Fuel Imports from Russia and Belarus

Following the Parlament decision to extend sanctions against Russia and Belarus, it has also been prohibited to import more than 200 litres of fuel in the standard fuel tanks of vehicles from these countries.

The amendment to the Law on “Restrictive Measures in Response to Military Aggression against Ukraine” states:

It shall be prohibited to import fuel into the Republic of Lithuania from the Russian Federation or the Republic of Belarus when the fuel is contained in vehicle standard fuel tanks that are permanently attached by the manufacturer to all vehicles of the same type, provided for in the manufacturer’s technical documentation, from which the fuel is directly supplied to the vehicle’s fuel supply system or used in cooling or other systems, where the amount of fuel in such tanks exceeds 200 litres.

After the President signs the amendment to the law, it shall enter into force on 3 May 2026 and shall apply until 31 December 2027.

Additionally, please be informed that as of 3 May 2026:

  1. Following the introduction of a 200‑litre limit on fuel transported in vehicle fuel tanks, fuel will no longer be declared using iMDAS tools – the quantity of fuel will be declared verbally.

  2. Control of fuel imported from the Russian Federation or the Republic of Belarus in vehicle fuel tanks will be carried out, ensuring that the quantity of fuel does not exceed 200 litres.
    If a fuel quantity exceeding 200 litres is identified and recorded in an inspection report, the vehicle concerned will not be permitted to enter the Lithuanian/EU customs territory and will be turned back to the country of departure.
    In cases of disagreement with such a decision, sanctions provided for in Article 515 of the Code of Administrative Offences may be applied, including the detention of the vehicle.
